南湖城市副中心是武汉市新一轮总体规划确定的城市副中心-环大学城特色服务中心，其选址范围涉及省农科院与周边地区，目前规划控制为战略留白区。为加快推进南湖城市副中心规划和建设，支撑武汉市新一轮总体规划编制工作，深化落实上位规划确定的目标定位、功能构成和空间形态等内容，按照《武汉市中心城区控规升级版城市设计编制及管理实施工作方案》的要求，特组织开展《武汉市南湖城市副中心城市设计》编制工作。
The Nanhu sub-center is a sub-center of city based on the new round of overall planning in Wuhan city, also a special service center surrounding university town. It covers the Provincial Academy of Agricultural Sciences and surrounding areas, and is regarded as the reserved strategic area based on the current plan. In order to accelerate the planning and construction of Nanhu sub-center, support the compilation of the new round of overall planning in Wuhan city, and deepen and implement the target positioning, function structure, spatial form and other contents determined by the master plan, the compilation of Proposals for Urban Design of Nanhu Sub-center in Wuhan City is specially organized in accordance with the Compilation of Updated Proposals for Urban Design on Regulatory Plan of Central Urban Area in Wuhan City and Proposals for Management and Implementation.
根据项目要求，现由武汉市规划研究院对《武汉市南湖城市副中心城市设计》进行公开招标，拟采购国、内外优秀设计机构作为《武汉市南湖城市副中心城市设计》的编制供应商，诚邀国、内外符合报名条件的投标人参加投标。

1. Scope of work
南湖城市副中心规划范围由珞狮南路、野芷湖岸线、野芷湖西路、南环路、李纸路、南湖连通渠围合区域，用地面积5.56平方公里。其中，动区（拆除新建）用地面积2.2平方公里，静区（更新改造）用地面积为3.36平方公里。研究范围东接南湖西岸、南至三环线、西临京九铁路、北至文治街，用地面积24.9平方公里。
The planning area of Nanhu sub-center is an area enclosed by Luoshi South Road, Yezhi Lake Shore Line, Yezhi Lake West Road, South Ring Road, Lizhi Road and South Lake Connection Channel, and covers an area of 5.56 sq.km. The dynamic area (demolition and new construction) covers an area of 2.2 sq.km, and the static area (transformation and renovation) covers an area of 3.36 sq.km. The research area is east to the west bank of Nanhu Lake, south to the Third Ring Road, west to Beijing-Kowloon Railway, and north to Wenzhi Street and covers an area of 24.9 sq.km.

按照“打造洪山特色新中心，重塑城市靓丽新名片”的目标要求，结合南湖城市副中心的功能定位及用地布局，提出城市设计理念，开展公服配套、空间形态、景观环境、开发运营等方面分析，形成整体城市设计方案和实施性城市设计方案。具体工作内容包括区域整体研究、现状综合评估、功能定位和项目策划、整体城市设计和实施性城市设计等内容。
In accordance with the goal of “building a new featured center for Hongshan and reshaping the new business card of the city”and the function positioning and land layout of the Nanhu sub-center, the urban design concept is proposed and the analyses on provision of public service, spatial form, landscape environment, and development and operation and other aspects are conducted to form proposals for overall and implementary urban design. The specific work includes regional overall research, comprehensive assessment of status quo, function positioning and project planning, overall and implementary urban design and other contents.
三、报名资格
III. Registration Qualifications
（一）投标人须具备如下条件之一：
(i) The Applicant must meet one of the following conditions:
1、具有城乡规划编制甲级资质；
1. The Applicant holds qualifications for Grade A urban and rural planning;
2、投标人为外商在华设立的从事城市规划服务的中外合资、中外合作经营企业或外资企业；
2. The Applicant is a Sino-foreign joint venture, a Sino-foreign cooperative venture or a wholly foreign-owned enterprise established by a foreign investor in China and engaged in urban planning services;
3、投标人为境外机构的，须在其所在国家或地区具有合法注册营业执照，并具有相应设计许可。
3. The Applicant, in case of an overseas agency, must have a business license legally registered in the country or region where it is located, and have been granted the design permit.
（二）投标人未被列入信用中国网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)渠道信用记录失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
(ii) The Supplier has not been included in the list of breach of the person subjected to execution on www.creditchina.gov.cn and www.ccgp.gov.cn, the list of parties to major tax violation cases, and the list of parties to serious breach of trust in government procurement.
（三）本项目接受联合体投标。
(iii) The Consortium is accepted in this Project.
（四）如国家法律法规对市场准入有要求的还应符合相关规定。
(iv) If the national laws and regulations require market access, it shall also comply with relevant regulations.
四、服务期限
IV. Term of Service
合同签订后90个日历天内通过采购人成果验收并完成全部工作内容，供应商有效服务期直至工作成果通过上级主管部门审查通过为止。
Within 90 calendar days after the signing of the Contract, all work contents shall be checked and accepted by the Purchaser. The Supplier will provide effective service until the work results are reviewed and approved by the superior competent department.
